France Datacenter has released the first data center barometer in France and aims to facilitate their establishment through suitable regulations.
The French data center industry gathered on June 26th for the European Data Center Day organized by France Datacenter.
This event was an opportunity for the professional association to unveil the results of its first industry barometer, conducted with EY-Parthenon. The barometer showed a rapidly growing sector (16% increase in installed capacity since 2016, expected to increase by 11% by 2033), making significant investments (€12 billion over the next ten years), creating jobs (expected to grow by 17% in 2023), and contributing to energy reduction (55% renewable energy and an average energy performance indicator of 1.56 for commercial data centers). The French data center market is driven by the increasing volume of data, cloud adoption, new technologies, and the need for data hosting proximity.
The event was launched by Jean-Noël Barrot, the Minister Delegate for Digital Transition and Telecommunications, who expressed the desire to “make France an attractive territory for these strategic actors,” referring to data centers. Alexandra Dublanche, Vice President of the Ile-de-France region and President of the Choose Paris Region agency, also participated. The minister emphasized that “this European Data Center Day is an opportunity to highlight the challenges we face together and the incredible potential that digital technology has for ecological transition.” The various panels and discussions focused on ongoing innovations and the increasing regulations in the sector, particularly in the environmental aspects.
Representatives from European data center associations in Germany, Italy, the Netherlands, and Norway highlighted the environmental challenges and ongoing regulations, such as the revision of the European directive on energy efficiency, which aims to set strong ambitions for the environmental footprint declaration of all data centers. France Datacenter called for consistency in indicators and methodologies between European and French regulations, especially in the context of increased transparency demands from regulators.
France Datacenter also emphasized the need for long-term visibility and stability on environmental and energy issues. They renewed their call for an extension of the Arenh system beyond 2025, considering the coordination needed on these issues for the winter of 2023. The sector has taken sustainable measures toward energy efficiency and infrastructure optimization.
In general, France Datacenter is seeking more clarity on the status of data centers in France and aims for a favorable consideration for the sector’s development given its critical importance and positive impact on a territorial and economic level, amid the ongoing regulatory projects (ICPE, tertiary decree, transposition of the energy efficiency directive, the “REEN” law aimed at reducing the environmental footprint of digital technology in France, annual survey by Arcep, and military programming law).
